Franklin County, Illinois has a flag with a red border with the words FRANKLIN COUNTY at the top, and ILLINOIS at the bottom. There is a 4 x 4 set of stars in the lower two thirds of the blue square, and the words "18 [star] 18" 
in white at the top. The blue "square" appears to be a map of county, with an irregular western edge.
