The flag is divided horizontally, blue over green, with the seal in center.

The colors on the seal on the flag appear to be somewhat different than what is depicted in the above image (green lettering, instead of red, etc.)

The flag is divided horizontally into two equally-sized halves with the city seal in the middle. However the seal on the flag has blue lettering as opposed to the actual seal which has red letters.

As seen in photos from Jon's Flags & Poles and the city Facebook page, the seal on the flag is large but has different colors. The outer rim is light green, the text and sky are medium blue, the water and gold are white, and red and tan are brown.

Ontario International Airport Authority

The Ontario International Airport Authority (OIAA) is an airport authority that governs Ontario International Airport in Ontario, California. It was created in August 2012 under a Joint-Powers Agreement between the City of Ontario, California, and San Bernardino County.

The OIAA oversees the operation of Ontario International Airport, having gained operational control of the airport from Los Angeles World Airports on November 1, 2016.
