According to the Thai Ministry of Interior in 2000, the flag of Uthai Thani
is horizontally divided yellow over green with the seal in a circle in the
center. The border of the circle was red on the Thai ministry of interior but it
is dark blue on the provincial website, as seen here :
http://www.uthaithani.go.th/flagUthai.html . The flag shown on the Thai
Ministry of Interior had the name of the province in black in the green stripe.

A book from 2001 shows the design that Olivier Touzeau is talking about, yet the text is greenish/black on a yellow scroll. However, the design that is presented on the provincial website is the most correct pattern I could confirm.
