El Carmen is a municipality at La Union Department. Flag is vertical blue-white-blue charged with the coat of arms. Photo at elcarmenlaunion.isdem.gob.sv. According to this site: "El 24 de enero del 2002 es fundado el escudo y bandera del municipio...".
