Description of the flag

To the viewers' right in this image, is a flag I haven't seen before. The green shield with the swords appears to be the emblem of the Office of the Prosecutor General of the Russian Federation so I assume the flag represent either the department as a whole or else only the Prosecutor himself. Though only partly seen, it appears to have a similar design as the various Russian ministerial flags (see Transport Ministry and Ministry of Internal Affairs
