Based on a personal 
web site at http://www.users.quest.net/~rae.4332/flags.html (no longer 
available), developed by an inhabitant of Palau, which shows the flags of all 
the 16 states of Palau.  The flag is blue, with 
4 white stars in the upper fly and sail boat in the centre of the flag. According the census Sonsorol has an area of 3 sq. km, a population of 
80 inhabitants, and the capital is Dongosaru.

According to
http://pacificdigitallibrary.org, blue represents the Pacific Ocean. White 
symbolizes peace. The four stars stand for the four islands forming Sonsorol. 
They represent the Southern Cross, used by our ancestors as their navigation 
guide to find our islands. The red canoe stands for the transportation means 
used to discover our islands and an important use in our every day lives.
The four islands are Pulo Anna (Puro), Meriil (Melieli), Fanna and Sonsorol 
(Dongosaro).

& Hatohobei Community Organization of Guam on the cover photo we see the "old" 
version in an Oct 19 post in the same page we see a partial view of the flag 
that leaves me in no doubt that it shows the "modified" outrigger canoe:
