It is a fairly typical Portuguese municipal flag, with the coat of arms centred on a plain yellow field.

Shield Azure, issuant from the dexter an angel’s arm proper, winged Or and holding a scale of the same and a sword armed Argent pointed upwards, as if on a bordure, the words "QUIS SICUT DEUS?". Mural crown Argent with four visible towers (town rank) and white scroll reading in black upper case letters "VILA FRANCA DO CAMPO". 
Meaning:
It should be noted that the Latin motto shows modern "U"s and not the usual "V"s. The meaning of the inscription is "Who is like God?" , in Hebrew simply "Michael". St. Michael is the local patron saint and sword and scales are his usual attributes.

Vila Franca do Campo municipality had 11 150 inhabitants in 1990, and it is divided in 5 communes, covering 78 km2. It belongs to the Autonomous Region of Açores, to the former Ponta Delgada District and to the old province of Açores.
