It is a fairly typical Portuguese municipal flag, with the coat of arms centred on a plain blue background.

The arms are Argent between a pine tree and an orange tree both Vert trunked and erradicated Sable and fruited Or a bend wavy Azure charged with three fish Argent. Mural crown argent with four visible towers (town rank) and white scroll reading in black upper case letters "SEVER DO VOUGA".
 
Meaning:
"Vouga is a river that crosses this municipality, so the bend and fish are canting. ("Sever" has no common meaning.)

Plain (monocoloured) portuguese subnational flags are not allowed to have variations without arms: plain flags always carry the coat of arms.

Sever do Vouga municipality had 13 186  inhabitants in 2001 and consists of 7 communes covering 129,85 km².  It is part of Aveiro District, traditional province and 1999 ref. adm. region Beira Litoral, current C.C.R. / NUTS II Centro, and NUTS III Baixo Vouga.
