Meaning:
this is canting heraldry: "do Bispo" means "of the Bishop", and "pousafoles" is a compound word including "fole", that means "bellows" (I think "pousafoles" is a device to hold a bellows when not in use, but I could not confirm it).

Shield Vert, a wolf passant Or, armed, eyed and tongued Gules between a sinister facingy pen Argent in fess stemmed Gules in chief and a mountain issuant Argent lined Sable in base. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black initials "PENA LOBO".
Meaning:
Pen (Port.: pena) and wolf (Port.: lobo) are canting elements. It´s even better, it´s canting and punning: One of the three current meanings of Portuguese pena is feather (the other current meanings are not objects, less easy to depict), and the actual meaning of pena in this toponym (and indeed in practically all Portuguese toponyms including the word stem "pena") is that of the current, albeit unusual, word penha, a craggy summit. These arms show both the actual meaning of pena and its apparent, synchronic, shallow interpretation.

Shield Azure, issuant from base a mound Vert crowned by a haystack Or, flanked by a paly pitchfork Argent bladed Sable at dexter and a paly rake Argent at sinister. Mural crown Argent with three visible towers (village rank)and white scroll with inscription in black initials "LOMBA - SABUGAL".
Meaning:
Portuguese lomba means hillock, or even a bump on the road, so this is another case of canting arms.
