It is a typical Portuguese communal flag, with the coat of arms centred on a plain  field.

Shield Argent with base wavy of Azure and Argent, a memorial arch Sable masoned Or, in dexter chief a raven Sable, in sinister chief a cogwheel Vert. Mural crown Argent with three visible towers and (village rank) white scroll with inscription in black capitals "IRIVO - PENAFIEL".
Meaning:
The raven is an attribute of St. Vincent, the local patron saint. The cogwheel is simbolizing industries. The monument is a well, supplying the mourners visiting Rainha Santa Mafalda graveyard at Convento de Arouca Street. The base wavy is representing the rivers Sousa and Cavalum. Flag and arms were designed by Professor Luis Mendes.
