On official site you
can see on bottom of this page that there is a contest for the flag and anthem of the
region.

The contest is prescribed by Regional Executive Decree No.
0138-2009-GR-JUNIN/PR, dated 18 March 2009. Registration was possible from 25
May to 4 September 2009. Deadline for proposal submission was 18 September, the
selection was to be made on 21-25 September, with proclamation of the results on
28 September and official awarding ceremony on 30 September. All citizens of
Region Junin and of Peru, as well, could compete.

Junín seems to have adopted a regional flag, after using a white flag with a
logo over the past few years. The flag was in use already in August 2016 and is
green-white-green with a logo in the center.
