Russian Wikipedia page, this seems to be a South Korean proposal(?) for 
provinces currently in North Korea.

Regarding the Committee, I went to the Russian webpage and what it says is 
that South Korea does not recognize 
North Korea as a sovereign nation, thus there is a structure within the 
Republic of Korea Government to deal with the issues of the said provinces (they 
keep the administrative division that existed in Korea prior to 1945).
