	The emblem is a stylized N of Nanao which represents wave of Nanao Bay and 
  steam from Nanao hot springs

The emblem is made up of a dark blue C-shape, ending in a wave crest and 
inside that, a lighter blue figure consisting of a circle and another 
stroke. The notice says that it uses a stylised initial N (I don't see 
it!), representing the beautiful waves on Nanao bay bringing many 
blessings, and steam from the hot springs. It also displays the citizens 
in lively motion and pointing towards the future and the world. The 
colours are given as DIC version 2 C-268 (peacock indigo "concheran") and 
DIC version 2 -2176.

The flag of the city of Nanao is already reported by Mr. Ipavec, but I 
shortened image to 2:3 proportion by description of Mr. Kariyasu.
