I've found a "combined" flag, representing the Standard of the Allies here at
http://www.ww1-propaganda-cards.com/images/sallies6shflags.JPG, and another
one from WWI at
http://digitalgallery.nypl.org/nypldigital/id?408136.

The ribbon reads "POUR LE DROIT," for the right (i.e. due or justice).

I would propose - since Italy is not included amongst the Allies - sometime
between July 1914 and April 1915 as being very likely for the date of this flag.
