I think there might be a flag for the South Asian Association for Regional 
Cooperation (SAARC), a regional international organization formed by seven 
countries: India, Pakistan,
Bhutan, the Maldives,
Bangladesh, Nepal and
Sri Lanka. Take a look at the extreme right of this 
picture taken at the 12th summit in Islamabad in 2004:
http://saarc-sec.org/data/img/summit12.jpg. It seems to be a white flag with 
the logo, though details are impossible to make out. I also found the following 
on their website: 
"The Heads of State or Government unanimously accepted the recommendation of the 
Fourth Meeting of Foreign Ministers on the emblem of SAARC."

December 1985.

The logo or emblem of SAARC can also be seen on one of two 
Bangladeshi stamps 
commemorating this organization, SG 567, issued in 1995 in honor of the 10th 
Anniversary of SAARC.

The flag is somewhat more clearly visible in several photos in a PDF 
available for download from the SAARC website. The flag is white with the logo 
in gold. The same PDF contains a vectorial SAARC logo, though a quite terribly 
rendered one. Heavily cleaned, it yielded the attached the above image.
