The Center for Global Nonkilling (CGNK), known until 2008 as the Center for 
Global Nonviolence, was established in Honolulu (Hawai‘i, USA) in 1988 by Glenn 
D. Paige (b. 1929). Professor Emeritus of political science at the University of 
Hawai‘i, Paige developed the concept of nonkilling in the book "Nonkilling 
Global Political Science" (2002, revised in 2009; translated in 41 languages). 
The Center for Global Nonkilling has a unique mission: To promote change toward 
the measurable goal of a killing-free world in reverence for life. The mission 
requires discovery and advancing the Spiritual, Scientific, Skill and Arts 
capabilities of humankind, and focusing them to develop leadership and citizen 
competence for nonkilling change in every sector of global society.

CGNK is working on a Nonkilling Communities initiative that will encourage, 
recognize and support local communities where no killings take place or where 
nonkilling good practices are being implemented to reduce killing. Local 
authorities will be invited to apply for recognition through the Flag Program, 
were CGNK will honor local governments in either of these categories 
(communities with zero killing or communities with good practices to reduce 
killing) with an specific flag and banner, which they will be allow to fly or 
use in leaflets, etc., as long as they comply with program requirements 
(monitoring of killing, nonkilling efforts and submission of annual reports to 
the Global Nonkilling Observatory). Materials developed by CGNK (Guide of Best 
Practices, Bluebooks, educational, …) will be provided to those communities on a 
regular basis.

The Nonkilling Communities flag is blue with the emblem of the organization 
in the middle. The emblem of the organization is a white disk - forming the 
letter "O" of "Nonkilling" - with the left part red and a S-shaped sector 
horizontally divided blue and white. Designed by Glenn D. Paige, the emblem 
"explains the concept of nonkilling combining the ancient Asian yin-yang symbol 
with the recent brain research finding that stimulation of the pathways between 
systems of the brain controlling emotions and movement can assist change from 
violent to nonviolent human behavior. Analogously Creative Transformational 
Initiatives (blue), drawing upon Nonkilling Human Capabilities (white), can 
bring an end to Human Killing (red)."

The CGNK presented on 26 August 2014 its first Nonkilling Communities Flag and 
Award to the Municipality of Bosanski Petrovac (Bosnia and Herzegovina)
