The flag of Newton Abbot can be seen on this photo:

"The town flag, which was adopted by the Town Council in 2009, incorporates the
new St Leonard’s Tower logo into the standard Devon County flag. Councillor
Henry Cole has described the flag as “green for the moors, black for the granite
and white for the clay. The flag is also said to represent the ancient town
cross roads, respectively for Exeter and London, Bovey Tracey and the moors,
Totnes and Plymouth and Torquay and Brixham.”

The actual is a square tower, not round as the photo implies (http://upload.wikimedia.org/wikipedia/commons/1/14/St_Leonard%27s_Tower%2C_Newton_Abbot.jpg).
And in spite of the graphic on the town's webpage (which shows the tower flying
the town flag), it seems to sport the St. George's cross flag in any photos I
can find. As the base flag (County of Devon) dates from 2003, this flag
presumably is younger than that.
