This is the flag of Shenzhou VII recovery test team, not the flag of CNSA (China National Space Administration).
Shenzhou translates as 'Amazing Boat of the Milky Way'.

Touchdown was at Ciziwang County, Inner Mongolia, following a successful mission that launched on 25 September 2008.

This flag uses the thinking and way of the traditional Chinese flags.
