The Rural City of Ararat is the local government area in south-west Victoria, Australia. The region has an area of 4,230 square kilometres and is centred around the town of Ararat. The population of the region is approximately 11100, according to the 2001 census. The photo referred to is from the gallery at http://council-services.ararat.vic.gov.au/sister-city/gallery/7, and shows Ararat representatives presenting a flag to the local government (or possibly to Taishan No 1 High School, which also received a flag) during a sister city visit to Taishan in Guangdong Province, China.

The flag is white with the city logo. The logo includes a green mountain horizon behind a blue clocktower rising to the right of a red factory-top silhouette and a white space in the shape of a ram's head with a yellow horn, and above a yellow stripes continuing up to the right as a picture of a field of wheat or similar. Below this is a red bunch of grapes, and to the left two blue curves make the shape of another hill. Below all is the name "Ararat Rural City".
