Salisbury is a local government area in the northern suburbs of Adelaide.
The photo of the flag accompanies a story of the signing of a sister city 
agreement with Mobara (Chiba, Japan) in May 2002, and would appear to be taken 
at a sister city event, possibly during the visit to Japan for the signing. The 
flag is hanging on a wall alongside the Mobara flag.
The white flag displays a yellow triangle with a semi-circle taken out of 
the base above a thick blue wavy line. Below this is the text "City /of/ 
Salisbury" in blue and then a straight yellow line. As Valentin says, this uses 
the elements of the city logo, however the current logo (PDF with construction 
sheet available here:
http://cweb.salisbury.sa.gov.au/manifest/servlet/binaries?img=2605&stypen=html) 
has the triangular shape much larger, the blue wave a more streamlined shape 
rather than a simple curved line, and the text arranged differently. I would 
guess the the arrangement on the flag is a previous version of the logo.
