The Virginia Port Authority is an autonomous government agency of the Commonwealth of Virginia that owns the Port of Virginia, centered in the Hampton Roads area of Tidewater Virginia. The Port of Virginia is composed of the Norfolk International Terminals, Portsmouth Marine Terminal, Newport News Marine Terminal, APM Terminals Virginia at Portsmouth, and the Virginia Inland Port intermodal container transfer facility at Front Royal, Virginia. The Port of Virginia is operated by Virginia International Terminals, Inc., the non-stock, non-profit affiliate of the Virginia Port Authority. Security and law enforcement at the Port of Virginia and Port Authority facilities is provided by the Virginia Port Authority Police Department.

According to Chief of Police Michael Brewer, the Port of Virginia, the Virginia Port Authority, and the Port Authority Police Department all use the Virginia state flag to represent themselves. There are no flags unique to any of the organizations within the Virginia Port Authority. Chief Brewer also stated that the Virginia Port Authority Police Department does not participate in any formal events, such as ceremonies or parades. "At one time, we did have [an] Honor Guard, but it was disbanded due to an executive decision" several years before Chief Brewer was hired. He said that continued downsizing of the police department, the general lack of manpower, and budget constraints have contributed to the decision not to adopt unique flags for the Port Authority or its police department.
