The date of this flag is unclear; the earlier photo I have is from 2018
The flag with the old logo appears in this branding video from 2022:

The flag of Richland Hills, Texas has a white background with a seal. The center of the seal is divided into three parts, a red part, a black part, and a white part. On the red part is a blue map of Richland Hills. On the black part is a white map of the state of Texas. On the white part is something of a red brand RH. The three parts are bordered by a yellow rope, and the rope itself is bordered by a white band, which is bordered by a red strip. On the band are two five pointed blue stars, and the words CITY OF RICHLAND HILLS in red.
