According to an article in Dolenjski list 8/1999 (25 February 1999), the coat of arms and flag of Kostel were adopted "during a recent municipal assembly session". The symbols are based on the historical coat of arms of Kostel and were designed by Dr. Boco Otorepec, one of the most prominent heraldists in Slovenia.
Stanič & Jakopič [j2s05], however, claim that the flag was adopted on 3 October 2002.

The flag is horizontally divided white-red-white with the municipal coat of arms placed in the middle. Stanič & Jakopič [j2s05] mention two official proportions; 1:2 and 1:3, with an horizontal and a vertical version of the flag for each. The vertical versions include four square indentations along the bottom edge.
The colour specifications are given as:
- Red: Pantone 185c
- Green: Pantone 349c.

The Genealogia website shows the first coloured version of the coat of arms of Kostel. Earlier representations since the XIVth century were on historical seals and not coloured. The coloured version was first shown in Valvasor's Armorial (XVIIth century), now in the National Library in Zagreb, showing a white tower on a green mount in a red field. The coat of arms is canting since the name of the town is derived from Latin castellum. The German name of Kostel was Grafenwarth.
Stanič & Jakopič [j2s05] add that the four stars represent the four villages forming the municipality of Kostel.
