Meaning:
The crown is representing Our Lady of Conception, local patron saint and name giver of the commune.

Shield Argent, a pair of keys Gules in saltire, accompanied by a tiara Gules garnished Or in chief, two paly branches Vert at dexter and sinister, and a pitcher Sable in base. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black capitals "VILA REAL - S. PEDRO"
Meaning:
Keys and probably also tiara are attributes of St. Peter, local patron saint and name giver of the commune.
