Presentation of Pićan

Pićan (Italian, Pedena; German, Piben, Bibne) is located some 12 km south-east of Pazin and 60 km north-east of Pula. It has just under 2,000 inhabitants, living in 10 smaller villages and towns, only about 300 in the old town of the same name.
It was established in the Roman times as an important military stronghold called Petina and was until the 18th century the seat of the first Istrian Diocese, established in the 5th century; it is now a titular Diocese, some claiming that this is the 5th Diocese established in the Church, the Roman being the 1st. The inhabitants are mostly Croats (85%), and some 10% declare themselves as Istrians, all speaking Croatian. The LegendFest festival of folk stories, legends and fantasy is held every year in Pićan.

Flag of Pićan

From 2022, Pićan has an approved new flag and coat of arms.
Flag ratio 1:2 light blue with a yellow bordered coat of arms of the municipality in the middle.
However, it seems that despite this, the municipality is still using the de facto flag shown below.

In a blue field on a green ground surmounted by a silver/white stylized lily is a silver/white fortress with an open gate and a crown surmounted by a silver/white tower. Top right and left gold/yellow eight-pointed star.

The coat of arms is "Azure a fortress with embattled walls and an embattled tower argent, in the base a fleur-de -lis and in the chief two mullets of eight also argent".
This is based on the historical coat of arms of Pićan.

According to Article 8 of the Statute from 2012.
The coat of arms of the Municipality of Pićan has the following appearance: It is made in the form of a shield in the upper part of the field of which there is a fortress, above the entrance of which there are three openings, above which is a crown, while on the roof is a smaller tower with two smaller windows that also end with a crown. There is a six-pointed star on both sides of the fortress. There is a large lily in the lower part of the field. Colors of the coat of arms: on the blue background of the coat of arms there is a golden tower on the hill, at the foot of which there is a golden lily, and on both sides of the fortress there is a six-pointed star.

According to Article 4 of the Decision from 1994:
The coat of arms is made in the form of a shield, in the upper part of the field of which there is a fortress, above the entrance of which there are three openings, above which there is a crown, while on the roof is a smaller tower with two smaller windows that also end with a crown. There is an eight-pointed star on both sides of the fortress. There is a large lily in the lower part of the field. Colors of the coat of arms: on the blue background of the coat of arms there is a golden tower on the hill, at the foot of which there is a golden lily, and on both sides of the fortress there is an eight-pointed star.
