A Circular Order of 10 November 1932, published in the Colección Legislativa del Ejército, No. 593, fixed the dimensions of flags for naval fortresses and castles as 3.6 m x 5 m, because flags with the dimensions specified in the 1931 Order (1.35 m x 2.25 m) could not be seen from foreign ships:

Following the communication by the Military Comander of the Canary Islands, who reported the low visibility of the flag currently hoisted on the martitime forts to the foreign warships that sail in our national waters, the Ministry has decided that the dimensions of the current national flag officially prescribed by the Circular Order of 6 May 1931 (Colección Legislativa, No. 230) shall be modified in the aforementioned forts, as prescribed in Instruction No. 4 of the Circular Order of 4 June 1920 (Colección Legislativa, No. 241).
