Probably this means H-H steam boats and not, as it would mean due to current spelling H-H steam messenger. The flag is divided by saltire into red and white. The flag has a black bordure and a black disc in the centre. On the disc are red capitals "HH"(1st line) over "D"(2nd line).

The red flag was divided by a white saltire. In the centre is a yellow shield with black initials "HH" over "D".
There is information given at this webpage.
Since 1893 the paddle steamers DELPHIN (sunk 1943) and PHÖNIX (in service until 1959 wrecked in Delfzijl) ran a passenger service. Both ships had capacities for 800 passengers. The line belonged to Wachsmuth & Krogmann, then a shipping company, today a trading company with main branches in Hamburg and Hong Kong. From there no further information was available.
The ships had a black funnel with a blue(!) ring containing a white saltire. This line was overtaken by HADAG on 21 July 1937. But HADAG ran another service on the same line as Altenwärder-Hamburg-Altonaer Dampfschiff GmbH already since 1892. The vessel UNION only had capacities for 400 passengers. Hamburg-Harburg Linie:The company was based in Hamburg. The flag was red parted by a white saltire. At least since 1928 the funnel was black with a red ring, charged with a white saltire. (probably successor of Hamburg-Harburger Dampfbote, belonging to Wachsmuth & Krogmann, operating a passenger ferry service by two vessels for 800 passengers each).
