"Según el Decreto No. 092 del 27 de Diciembre de 1996 de la Alcaldía Municipal de Puerto Nariño, se adopta la Bandera así:
Dos franjas horizontales iguales, la superior de color verde oscuro; que significa la intensidad de la Flora y la Fauna, la inferior de color azul celeste que representa el cielo, ríos y lagos. Al lado izquierdo un triángulo de arriba hasta debajo del color blanco que significa la paz y tranquilidad. Al fondo del triángulo un sol con 12 puntas que manifiestan vida y esperanza."

The description of the flag, from the municipal website, says: "The municipal flag of Puerto Nariño, adopted on 27 December 1996 by Municipal Decree No. 092, is made of two horizontal stripes of equal size, the upper celeste blue, representing the diversity of the flora and of the fauna, the lower dark green, representing the sky, the rivers and the lakes. On the left side is placed a white triangle meaning peace and tranquillity. The triangle is charged with a 12-pointed sun meaning life and hope."
In an older version of the municipal website, the description of the flag differred only by: "[...] the upper dark green, representing the diversity of the flora and of the fauna, the lower celeste blue, representing the sky, the rivers and the lakes.[...]"
In both versions, the flag is shown graphically with the celeste blue stripe on top and the dark green stripe on bottom - which, logically, would represent the sky over the land. It seems that the erroneous description, with the stripes inverted, was corrected in the today's version of the website, with, however, another inversion in the meaning of the colours.
The correct description of the flag, to be confirmed, would therefore be: "The municipal flag of Puerto Nariño, adopted on 27 December 1996 by Municipal Decree No. 092, is made of two horizontal stripes of equal size, the upper celeste blue, representing the sky, the rivers and the lakes, the lower dark green, representing the diversity of the flora and of the fauna. On the left side is placed a white triangle meaning peace and tranquillity. The triangle is charged with a 12-pointed sun meaning life and hope."
Moreover, the image of the flag is incomplete since it lacks the sun in the white triangle. This should be mentioned clearly near the image on the FOTW website.
