According to the Decree of the President of the Republic of Azerbaijan
No. 828 dated September 15, 2008 (text),
the land flag of the President of Azerbaijan (photo) is a square flag that
consists of the colors of the national flag in the order of blue, red
and green. In the center of this flag, the state arms appear in full
color.

The sea flag of the President of the Republic is in proportions 3:5, white with a light blue cotised wavy stripe along the bottom, as in the naval flag. Along the middle of the white field are set the national tricolour stripes defaced with a white disk of diameter larger than the width of the tricolour, in which is set the national coat of arms.

The sea flag of the Minister of Defense is in proportions 3:5, white with a light blue cotised wavy stripe along the bottom, as in the naval flag. Along the middle of the white field is set a light blue stripe (1/5th of the hoist). In hoist are placed a red crescent and star fimbriated white, and in fly a light blue fouled anchor within a yellow wreath with a ribbon of national tricolour in base all fimbriated from the blue stripe in white.
Compared with the national flag, the flag has a
bigger (or equal) star and a more "opened" crescent.
