Flag

The flag of the Flores Department was adopted through Decree No.055 on 13 May 1987 after a contest for the creation of one in which 74 works were received. The design (first-place winner) was created by Ernesto Dámaso Quintero of the capital Trinidad. The design of the flag is: four fields, two red (upper-left and lower-right) and two sky blue (upper-right and lower-left) with the coat of arms of the department in the center over a white oval. A golden outline of a cross is in its background, having as its main color sky blue. The central oval is outlined in gold. It does not appear the decree is publicly available online. Clearly, the flag is created to follow the same format as the coat of arms.

Coat of Arms

The coat of arms of the Flores Department was adopted to commemorate the 150th anniversary of the foundation of Trinidad, its capital. The design was created by Juan B. Gurewitsch, who was first-place in the contest for the coat of arms of the department and presented with the pseudonym "Tabare". It was made official by the Departmental Government in its session on 30 December 1953 through Decree No.1751; the same day of the department's creation in 1885.

The coat of arms is divided into four quadrants, with a cross in its center outlined in white. This cross unifies the past and present; it is a reminder of the Trinitarians who used its colors, including Fray Manuel Ubeda who founded the parish of Trinidad. The vertical bar (red) and horizontal bar (blue) overlap. Going around the shield is a gold ribbon (not connected) which reads the motto "LABOR IMPROBA OMNIA VINCIT" [Constant Work Always Conquers]. Above the shield are seven bands of blue and white evoking the National Flag (not connected), over which the name "FLORES" is read in black. Above this is a feather hat with separated elements (also evoking the coat of arms of the Eastern Province under the Federal League). The shield has four quarters (upper-left and lower-right red; the others sky blue): The upper-left quadrant depicts the bolas used by the gauchos symbolizing the fight for the Independence. The upper-right section depicts the head of a cow (above) and sheep (below) for cattle-raising as an important industry here. The lower-left section depicts wheat over land recognizing another important industry, agriculture. Finally, the lower-right section depicts the Palace Cave as a pre-historic area of the department.
