A 2020 photo of the flag on the city's Facebook page shows a white background and a seal with several differences from the city seal (typeface, seagull, and top of ship): https://www.facebook.com/663311883732808/photos. I assume that the flag has "Inc. 1890" because that's what's on the seal.

The flag is gray or maybe a grayish tan (the photo is badly lit) but the seal has a distinct white border around it, so the field is clearly not white itself. Also the edges are not visible in the photo, so the seal size is a guess based on fold creases.
