According to https://www.aberdeennews.com, Brown County's flag was the winner of a contest which concluded in December 1987. Its designer is Jason Keeton, one of 500 entries, who was 15 years old attending Central High School at the time of designing the flag. He chose the train as the central element to the flag because of the railroads and their historic connection to Aberdeen, the county capital. According to Keeton, his original design for the county flag had more colors (not specified), but were lowered to also lower the printing costs.
