I contacted the town regarding info about the flag. Unfortunately date of adoption was not found, however, the town archivist said that it may have been adopted ether during the 1998 Garrett Park centennial anniversary, or for an event hosted by the Maryland Municipal League. I believe that it may have been adopted during the centennial, since the emblem used on the flag exists in a photo which shows a centennial sign in the same design. The town archivist also sent me a photograph of the full flag.

The flag is a white field with a single vertical green bar on the hoist side of the flag. In the center is an emblem which features the old Garrett Park town hall along with the incorporation year of 1898. To the bottom fly side of the flag is the town mascot.

Garrett Park town archivist - On the lower right of the flag is the town's mascot - a porcupine holding a rake. Town leaders and residents chose a mascot in about 1974 and decided the porcupine best represented the spirit of the town. (The same year, the town dedicated a new park called Porcupine Woods.) The image on the flag was designed by late town resident and graphic artist/architect, Donal McLaughlin, who is also credited with designing the emblem for the UN.

The seal is made of a white ring with black outlines. Inscribed on the ring is the town and state name at the top, with the incorporation year, and a historic places label underneath. In the center is a black and white drawing of the Garrett Park town hall, with colored Maryland and American flags flying from a flagpole.
