During Milford's 325th Anniversary Celebration Mayor Alan H. Jepson and Superintendent of Schools Joseph A. Foran instituted a city flag contest within the two city high schools; Milford High School and Jonathan Law High School.  Contest entrants were required to submit a color drawing of their design together with an explanation of its components.

Karen D. Saloomey, a junior at Jonathan Law High School, submitted the winning design. On July 6, 1964, Mayor Jepson asked the Board of Aldermen to consider the following resolution which was then approved unanimously:
"WHEREAS, Miss Karen Saloomey, on the occasion of the 325th Anniversary Celebration of the City of Milford, has submitted the winning entry in a competition held for the purpose of designing a City Flag for said City of Milford; and WHEREAS, it was the intention that the winning entry in said competition be and become the official flag of said city: NOW THEREFORE BE IT ORDAINED AND ENACTED BY THE BOARD OF ALDERMEN OF THE CITY OF MILFORD, that the flag designed by said Karen Saloomey is hereby accepted and approved as the official flag of said City of Milford."
