Lompoc, in Santa Barbara County, has a flag. It is an emblem on a white field, 
under the inscription, "City of Lompoc." Emblem is not the current city seal:

I think the bottom text says "Valley of the Flowers." I was thinking at 
first that the text was the same as on an old city logo ("City of Arts & 
Flowers") but there's definitely "he" and "Va" (as seen in the Facebook photo). 
The term is sometimes used with "the" in a different place (as in "The Valley of 
Flowers").
