Description of the flag

Here is the story about the flag of the City of Vestavia Hills, Alabama:

"In 1961 Donald Park had designed a flag and presented it to the City of Vestavia Hills, but use of the flag ceased long before the 1990s and virtually no information was readily available about Park. With the renovation of City Hall came a decision by Mayor Reynolds to commission a flag company to produce three copies of Park's design, one for his office, one for the City Council chamber and one to fly on the flagpole in front of the renovated municipal building. By the time the mayor had made his decision, members of the Historical Society had uncovered information on Park, who, it was discovered, had died in the mid- 1960s at the age of 72 but who had remained throughout his adult life a devotee of Vestavia Hills history."

The flag was adopted on 16.01.1961. Here is its description from the city resolution:
"Two white bars extending diagonally across the design and crossing each other at the center divide the field into four rectangular [sic. - triangular?] sections, the upper and lower sections being blue, and each of the two side sections being red. A circular white field is in the center of the design at the point where the diagonal white bars cross each other. A blue star, slightly smaller in diameter then the said white circular field, is at the center of said circular field. The name of the City, to-wit: VESTAVIA HILLS, is inscribed on the diagonal white bars, with the aforesaid star at center dividing the two words."
