Ялты (English: Yalta) is the capital of the Crimean Autonomous Republic.
Currently (the) Yalta City Council has subordinated several city and town councils. Yalta together with these settlements is sometimes called "Ялтинский регион" (English: Yalta region) or "Большой Ялты" (English: "Big Yalta"). The "Большой Ялты" (English: Grand Yalta) includes (the following):
On February 13, 2015, by Decision No. 19 (http://www.vexillographia.ru/ukraine/texts/2015_yalta.pdf)(the) 
 "городского совета"(English: (Yalta) City Council) approved the new design of 
 the coat or arms by Сергей Милокумов (English: Sergey Milokumov). Its 
 description is as follows: "(it is a) quadrangular (shaped), with rounded lower 
 corners, pointed at the tip, a dissected heraldic (Russian) shield. The right 
 field is crossed 6 times by four purple and three azure stripes. The left field 
 is purple. In the heart of the shield is a superimposed, standing, golden lion 
 facing left (heraldically speaking). In the azure field, (it features) crossed 
 golden branches of laurel and grapes. The shield is crowned with a three-top 
 golden tower (called) "" (English: "Tower of Dignity") with 25 golden rays on 
 top and a golden palm branch featuring the two golden sea horses, holding their 
 tails under the shield and below the motto with the inscription in gold 
 (capital) letters "ЮЖНАЯ СТОЛИЦА" (English: "SOUTH CAPITAL")"

The previous flag (2005-2015) is described as follows: "A square cloth 
consisting of two horizontal stripes of blue and striped red. The ratio of the 
width of these bands is 1/2. In the blue strip laid crossed golden branches of 
laurel and grapes. Striped-red strip consists of two fields. In the hoist (it) 
is intersected 6 times by four red and three blue stripes. The field nearest to 
the bottom is red. In the center (there) is a
walking golden lion facing left 
(heraldically speaking)".
