It is a typical Portuguese communal flag, with the coat of arms centred on a plain yellow field.

Coat of arms

Shield Vert; a fess wavy Azure fimbriated Argent; in chief two keys in saltire tied Gules, one of them Or and the other Argent; in base a pair of spurs Argent tied Or. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black capitals "VÁRZEA DOS CAVALEIROS".
Meaning:
Fess wavy and spurs together are canting, as the commune's name means "water meadow of the riders". The crossed keys are an attribute of St. Peter, the local patron saint.
