Flags of Talsi municipality and several towns and parishes of this municipality were adopted by Decision of municipal Council N 23 11.07.2013 "On Talsi municipal symbolics" (document)
All flags are green with horizonthal red stripe and the coat of arms in the centre. Green colour symbilizes hills of Talsi, red colour symbolizes Kurzeme region.

I have found misprint on official Regulation Talsi municipality flags of 2013
Cite (latvian lang.):
"20. Valdgales pagasta gerbona apraksts
20.2.Gerbona krasas ir: Pantone 186 C (sarkana), Pantone 877 C (sudraba) un Pantone Black C (melna)".

[correct description of Valgale parish COA. the COA have red shield - Pantone 186 C - with argent figure - Pantone 877 C - and black lines - Pantone Black C ]

"21. Valdgales pagasta karoga apraksts
21.4.Karoga krasas ir: gerbonim Pantone 341 C (zala), Pantone 877 C (sudraba) un Pantone Black C (melna), pamatnei Pantone 357C (zala), Pantone 485 C (sarkana)".

[description of Valgale parish flag. But they said about green shield  Pantone 341 C. Two lower pantone colours in the text - 357C and 485C - green  and red stripes of the flag]
