I can't add anything about the different versions of the flag, but...
The city emblem is presented at http://www.higashikagawa.jp/itwinfo/i658/. It has a blue shape forming a circle with a three feathered wing extending to the upper right, with three green feathers of a similar wing appearing to the upper left.
The emblem is a stylised hiragana ひ (ひ), the initial of Higashikagawa. It gives the idea of the city facing the future and vigorously soaring. The three feathers in each wing and the circle connecting them stand for the birth of the city from the merging of Hiketa, Shiratori and Ochi towns on 1 April 2003.
The colours are specified as blue DIC641 (CMY 100-70-0) and green DIC638 (CMY 80-0-100). [The alternative is greyscale 100% and 40%, and in other situations, monochrome. I would have expected that to rule out the blue variant of the flag.]

The city emblem was adopted on Apr 1st 2003 by Notice No 1 but there is no flag law. The blue flag has a green and a white two color city emblem in the center. The city emblem is a stylized hiragana ひ Hi of Higashikagawa. The three feathers of the wings symbolize a merger of the former three towns. It represents an image of the city flying to the future.

The flag of former town of Hiketa was maroon with mark. The town is now, from 2003, part of the city of Higashikagawa.
