Israel Ministry of Health departmental flag. This image, showing the flag
hanging on an indoor flagpole, the Israel "coat of arms" logo seems to be
slightly rotated on the flag, with the Health Ministry's logo slightly
repositioned on the flag as well. So as this flag is hung or draped, both logos
can be easily read on a horizontal plain. Thereby, this flag would not be
flown on an outdoor flagpole (although doing so would not be illegal nor
immoral nor unethical).

The Ministry of Health (משרד הבריאות) is responsible for
ensuring the health of the population. The ministry determines the policy on
matters of health and medical services, and is in charge of planning,
supervision and control, licensing and coordination of the health system’s
services, including the Red Star of David, as well as
overseeing hospitals, clinics and medical institutions in general. The ministry
provides health services in the fields of hospitalization and preventive
medicine, and insures the population on matters of mental health, geriatrics,
public health and rehabilitation devices. It was established in 1948.

It is interesting to notice that while the desktop flag has the same pattern
as the image submitted by Bill, the flag for outdoor use does not feature the
coat of arms. Additionally, it is also important to mention that the reverse of
the flag does display the same logo as well. Furthermore, the flag displays the
motto below, "חיים בריאים יותר" (English: Healthier life), both in its Hebrew as
well as the English language flag versions.
