The Families, Commemoration and Heritage Division of the Ministry of Defense is
the state body in the State of Israel responsible for the commemoration of the
victims of the Israeli systems, for the welfare and rehabilitation of bereaved
families. The care of the bereaved families began in the 1950s, through the
Rehabilitation Division, which provided assistance for the victims of the
defense establishment, the IDF disabled and the bereaved families.
In
February 2005, the Rehabilitation Division split up into two: Disability
Rehabilitation Division and Families Division. The Family, Commemoration and
Heritage Division consists of headquarters units engaged in policy making,
service development, resource allocation and addressing exceptional issues. In
order to give the bereaved families the best service, the division operates
nationwide in six districts across the country, and provides personal care and
direct assistance. The assistance provided to the bereaved families includes
dealing with the loss, monthly benefits, benefits on various issues and
commemorating the fallen. The service is provided by social workers, welfare
workers and employees of the soldier's commemoration unit. From the end of 2016,
the division is also responsible for the management, operation and maintenance
of the Ministry of Defense's museums.
The division's activities are based
on state legislation by virtue of two main laws:
- Families of Soldiers Who
Perished in War (Rewards and Rehabilitation) Law - 1950
- Military Cemeteries

The logo
features the same logo as the Ministry of Defence, only the left part, split
in the middle by three upward yellow flames and a yellow beam, all following
the same design pattern as the Ministry of Defence logo. Below the logo,
there are two lines reading: "אגף משפחות" (English: Family Division) on top
and "הנצחה ומורשת" (English: Commemoration and heritage) below.

The flag displayed is the "האגף הביטחוני-חברתי" (English: The Social-Security
Division, or Branch) of the Ministry of
Defense.
It was established in
1949 first as "נוער ונח"ל" (English: Youth and Nahal) Nahal being an
abbreviation of "נוער חלוצי לוחם" (English: Pioneer Youth Warrior) established
on August 19, 1948, as a Reserve component due to the general mobilization
