Presentation of Velika Pisanica

The municipality of Velika Pisanica (2,151 inhabitants in 2001) is located some 20 km south-east of of Bjelovar. The municipality is made of the village of Velika Pisanica (1,181 inh.) and another seven villages. According to 2011 census, there are living in the municipality almost 13% of Serbs, 8% of Albanians as well as almost 5% of Hungarians, while once larger communities of Czechs and Germans are today only symbolically present. Velika Pisanica is the birthplace of the renown Croatian painter Edo Murtić (1921-2005) and of the Serbian byzantologist and board member of the Serbian Academy of Arts and Science (SANU) Vojislav J. Đurić (1925-1996).

Flag of Velika Pisanica

The symbols of Velika Pisanica are prescribed by Decision Odluka o grbu i zastavi Općine Velika Pisanica, adopted on 27 February 2013 by the Municipality Assembly and published on 28 February 2013 in the Municipality official gazette Službeni glasnik Općine Velika Pisanica, No. 2 (text).
The symbols are described in the Municipality Statutes Statut Općine Velika Pisanica, adopted on 27 February 2013 and published on 3 April 2013 in Službeni glasnik Općine Velika Pisanica, No. 5 (text).

The symbols were designed by the Heraldic Art d.o.o. company, from Rijeka, and approved on 16 April 2014 by the Ministry of Administration / Central State Office for Administration.

The flag is prescribed in Article 6 of the Decision as "made in proportions 1:2 and coloured yellow. In the centre of the flag is the coat of arms of the municipality, edged with a white-silver outline. The total height of the coat of arms is 2/3 of the flag's width."
The flag is prescribed in Article 7 of the Statutes as "coloured yellow, in the centre of the flag, at the crossing point of the diagonals, there is the coat of arms of the municipality on both sides, edged with a golden/yellow outline."
The final approval by the Ministry of Administration confirms that the outline shall indeed be white.

The coat of arms is prescribed in Article 5 of the Decision as "a semi-circular shield shape. On a green background are three golden-yellow churches."
The coat of arms is prescribed in Article 7 of the Statutes as "In a semi-circular shield, on green three golden-yellow churches, placed 2 and 1." The final approval by the Ministry of Administration prescribes the coat of arms as "In a green field three churches (2, 1)". Compared with the rejected arms, the design was simplified and made compliant with the norms of heraldry: three symbolic, simple churches of equal design reaplced the three realistic representations of the churches in three different styles. The previously layout featuring the churches two over one in a semi-circular shield was replaced by one over two churches in a rectangular shield, aimed at better framing the charges.

The arms represent the three churches of Velika Pisanica (photos): the Catholic church of the Heart of Jesus, the Serbian Orthodox church of St. Lazarus the Righteous, and the church of the Reformed Christian (Calvinist) community. The towers of the churches are of equal size, highlighting equal importance, multiculturality and multiethnicity of the inhabitants of the municipality (municipal website).

The ceremonial flag is a pale yellow gonfalon ending triangularly with fringe, with the coat of arms in the centre, the municipality name inscribed above in an arc on two rows, and with an oak branch and a bunch of wheat ears in saltire in the base.

Former symbols of Velika Pisanica

The municipality organized a public contest (text) for the design of a coat of arms and flag, open until 30 August 2009. Decision Odluka o donošenju grba i službene zastave Općine Velika Pisanica, adopted on 21 September 2010, was, seemingly, not published in any official gazette and was invalidated by the 2013 Decision, following rejection of the proposed symbols by the Ministry of Administration.
