I am not sure if the white flag with the coat of arms is really the flag. It is labeled as such, but it seems to be a strange pattern. Official website at http://www.alegrete.rs.gov.br

A photo available on the municipal website shows an official stand with three flags, from left to right, Rio Grande do Sul, Brazil and a white flag, whose center is, unfortunately obfuscated by the nice lady standing in front of it. From other examples of official stands in Brazilian municipalities, it is quite clear that the white flag is the municipal flag of Alegrete, which could, indeed, be white with the municipal coat of arms in the middle.
