Flag of the State of Mato Grosso do Sul

On 1 January 1979 the flag of the new state was created according to a design of Mauro Michael Munhoz, who attempted to symbolize balance, force and serenity by a gilded star (the State) in the sky. The white stripe symbolizes hope; the green symbolizes the vegetation and manifests conscience by the preservation of natural wealth.

Mato Grosso do Sul became a state on 1 January 1979 and the very first thing they did (article 1 of decree no. 1 implementing decree-law no. 1) was to adopt a flag. The construction is described in the decree as "A rectangle with the proportions of 10 units of length by 7 units of height. From the lower left corner arises, at a 45º angle, a white stripe two units wide. In the area above this stripe, the rectangle is filled with green, while below it the color is blue. In the lower right corner is a golden five-pointed star."

Flagscan 55 indicates that Mato Grosso do Sul used two unofficial flags in the period 1977-79, before the current flag was adopted.

A "New Flags" item on the current flag of Mato Grosso do Sul in the Flag Bulletin 18:120-25 (July-August 1979) related the existence of two provisional flags used in 1977 to represent the prospective state before its formal establishment. One was a green-white-green horizontal triband with the words "ESTADO DE MATO GROSSO DO SUL" in black across the white stripe. The other was similar, but in light blue and white, with the inscription reading "ESTADO DE CAMPO GRANDE," the other name under consideration for the new state at the time. In addition, at the top of the latter flag were the five stars of the Southern Cross.

The State Agency for the Administration of Penitentiary System of Mato Grosso do Sul (Agência Estadual de Administração do Sistema Penitenciário de Mato Grosso do Sul - AGEPEN-MS) was established by St te Law No. 2,152 promulgated on 26 October 2000, which reorganized the basic structure of the Executive of the state.
The agency succeeded the Penitentiary System Department (Departamento do Sistema Penitenciário - DSP), established by State Decree-Law No. 11 promulgated on 1 January 1979 at the creation of the state of Mato Grosso do Sul.

AGEPEN-MS is supervised by the State Secretariat of Justice and Public Security. It manages 42 penitentiary units located in 20 towns (Amambai, Aquidauana, Bataguassu, Caarapó, Campo Grande, Cassilândia, Corumbá, Coxim, Dois Irmãos do Buriti, Dourados, Ivinhema, Jardim, Jateí, Naviraí, Nova Andradina, Paranaíba, Ponta Porã, Rio Brilhante, São Gabriel do Oeste and Três Lagoas).

The flag of AGEPEN-MS is prescribed by Decree No. 14,921 issued on 5 January 2018 and published on 8 January 2018 in the official gazette of Mato Grosso do Sul, No. 9,568, pp. 2-3.

Article 2.
The flag is composed of a rectangle measuring 20 units in length by 14 units in width, designed as follows.
I - Two proportional rectangles, in golden yellow and black, symbolizing stability, trust, order and equality.
II - In the center, an insignia, formed by elements that make reference to the work of AGEPEN-MS.
a) a silver shield, representing protection, with a golden yellow scroll in its upper part, inscribed in two lines with "Sistema Penitenciário de Mato Grosso do Sul"; and, at the bottom, a black scroll inscribed in two lines with the motto "A Serviço da Justiça e da Paz Social" ["At the Service of Justice and Social Peace"].
b) above the shield four watchtowers and a wall, associated with constant observation, resistance and security.
c) inside the shield, an eagle, the symbol bird of the institution, with spread wings, in reference to high flight and the power of observation, in addition to courage and strength; in its beak, the bird carries a branch, alluding to triumph, victory and peace; on the chest, an escutcheon containing a pair of scales, the symbol of justice and balance; and in base the date of creation of the Penitentiary System of Mato Grosso do Sul, in respect to the history of the Institution.

Article 3.
The colors adopted in the AGEPEN-MS flag refer to the institution's official logo and have the following meaning.
I - Silver represents goodness, purity and victory, which are qualities inherent to noble feelings.
II - Golden yellow symbolizes justice, mercy, soul elevation, wealth and generosity.
III - Black symbolizes solidity, firmness and security, in addition to prudence and humility.

The flag was designed by the prison guard in the Security and Custody branch, Rangel Schveiger, with the support of a committee composed of servants Fabrícia Silva Fanaia, Keila Oliveira and Maria Rosângela Pereira Loubet.
