The flag

The flag appears to be a flag version of the city's street flag: https://www.cityofmelissa.com 

The street flag itself is a brown-white gradient field with a red "M", with a star at it's core in the same colors as the field. Under the star is the city and state names, along with the city's establishment year.

The logo follows a similar layout as the flag using the "M" with a star in it. Under the "M" is the city name with three thin black bars tailing the Texas's initials.
