This article shows that Richardson has a flag that differs from the one on the FOTW page. https://www.dallasnews.com/news/2022/09/12/cleanup-from-recent-storms-continues-in-richardson/

The logo used on the city's newsletter Richmond Today changes in the May 2018 issue, so that's probably about the time the new logo and flag were adopted. However, I haven't found any official announcement about the change.
