Description of the flag

A photo of the flag was found at http://mari-el.gov.ru/sovetsk/Pages/news/2018/20180625_14.aspx. It has a red field with a white chevron extending from the hoist. On the chevron are two red sprigs of mountain ash with berries. Near the hoist are three 8-pointed white stars.
