About the flag

Pennant and flag are horizontally divided into red over blue by a irregular white, wavy expanse. In the centre upon the white expanse is a white seal. In the centre of the blue half are white lower case letters " ctm" .
Source: I spotted this pennant in the marina of Funchal on 15 February 2012.
