It is a white flag with the local council coat of arms in its centre, edged by light blue (B-) fimbriation.
Description of coat of arms:
The silvery (= white) field is divided by a light blue (B-) saltire.
Source: I spotted this flag on “central square” front of Marsaxlokk between the local church and tourist market on 2 October 2008.
